Dr. Mack H. Bullard

Superintendent, Twiggs County Public Schools

Dr. Mack H. Bullard is a results-driven and visionary educational leader with over 30 years of service in Georgia’s public education system. Currently serving as Superintendent of Twiggs County Public Schools (TCPS), Dr. Bullard has led a district-wide transformation since 2021, marked by academic turnaround, strategic innovation, and community revitalization.

Under Dr. Bullard’s leadership, Twiggs County Public Schools (TCPS) has experienced transformative progress across multiple fronts. The district’s graduation rate has soared from 76.2% to an impressive 91.5%. TCPS earned the Georgia Department of Education’s Economic Development Partnership Distinction for its commitment to workforce development, and Twiggs County Middle School successfully exited the state’s low-performing school list while receiving state recognition for excellence in literacy. Jeffersonville Elementary School’s Beta Club has gained national recognition, and the district as a whole has been honored as a Beta Club District of Distinction. Dr. Bullard has spearheaded the launch of several groundbreaking initiatives, including the expansion of career pathways from four to fourteen through strategic partnerships with Georgia Tech, Hutchings College and Career Academy, Central Georgia Technical College, and Mercer University. He has secured more than $3.8 million in grant funding to advance student success in areas such as technology, literacy, wellness, and workforce development. His community-centered leadership also resulted in the establishment of a $1 million school-based health center and an overwhelming 87% voter approval for the district’s ESPLOST campaign.

Previously, Dr. Bullard served as Assistant Superintendent in Bibb County, where he improved teacher recruitment and retention, and in Griffin-Spalding County, where he founded the Quality Leaders Academy to build a pipeline of future school leaders. He also served as an Assistant Professor at the University of West Georgia, co-leading the Wallace Foundation’s Principal Pipeline Project, a model for educational leadership development.

His distinguished career has been recognized with honors including the Georgia School Superintendents Association President’s Award, multiple GSBA recognitions, the GRIT Award for innovation, and the Boy Scouts of America’s Elbert K. Fretwell Outstanding Educator Award.

Dr. Bullard is actively engaged in statewide improvement efforts, serving on the boards of the United Way of Central Georgia and the Georgia Leadership Institute for School Improvement (GLISI). A proud 39-year member of Alpha Phi Alpha Fraternity, Inc., he is deeply committed to mentoring youth and advancing leadership and service through programs like Project Alpha.

He and his wife, Dr. DeShawn Bullard, a renowned entrepreneur and CEO of NouriTress Hair Products, are parents to twins Dominique and Malik, both pursuing degrees and careers grounded in education, music, business, and service.
